Punjab Pollution Control Board Compliances
The Punjab Pollution Control Board (PPCB) Registration is an authorization issued by the Punjab State Pollution Control Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, and the Environment (Protection) Act, 1986. It is mandatory for all industries, healthcare facilities, infrastructure projects, and businesses in Punjab that have the potential to generate pollution (air, water, noise, or hazardous waste). It ensures that industries, healthcare units, infrastructure projects, hotels, and commercial establishments in Punjab operate in compliance with environmental laws and do not cause unacceptable levels of air, water, or soil pollution.
The Registration is granted under several environmental laws, including:
- Water (Prevention and Control of Pollution) Act, 1974
- Air (Prevention and Control of Pollution) Act, 1981
- Environment Protection Act, 1986
- Bio-medical Waste Management Rules, 2016
- Hazardous & Other Wastes Rules, 2016
- Plastic Waste Management Rules, 2016
- E-waste Management Rules, 2016
- Battery Waste Management Rules, 2022
It serves as legal permission to:
- Establish (set up) a project/industry → through Consent to Establish (CTE).
- Operate (run) the project/industry → through Consent to Operate (CTO).
- Handle specific waste streams → through Authorizations (for biomedical, hazardous, e-waste, plastic, battery waste, etc.).
Categories of Industries under Punjab Pollution Control Board (PPCB) Guidelines
For ensuring that the business is formed in a manner that is in line with environmental protection, the classification is used. The standards will encourage industrial sectors to embrace cleaner technologies, which will ultimately lead to less pollution being produced. Another advantage of the new classification system is that it makes it easier for businesses to evaluate themselves since past assessments were subjective. The Punjab Pollution Control Board (PPCB) classifies the industries into different colours that include:
- Red Category: Heavily Polluted
- Orange Category: Moderately Polluted
- Green Category: Less Polluted
- White Category: Almost not polluted and does not need a NOC
Objectives of PPCB- Punjab Pollution Control Board
- To control pollution at the source with regard to the techno-economic feasibility of liquid effluents and gaseous emissions.
- To ensure no pollution in the natural waters by the discharge of untreated sewage of the cities.
- To maximize reuse and recycling of sewage and trade effluents and use of treated effluent on lands for irrigation and for industrial purposes after the appropriate treatment.
- To minimize the pollution control requirements whenever necessary, by the judicious location of the recently established or relocated industries.
- By educating the business community and local government, raise awareness about environmental degradation.
- To improve the skills for controlling pollution through training, laboratory development, and bolstering of infrastructure and staff.
- To perform a function in the direction of effective control of water and air pollution and to maintain and restore the quality of water and air for most designated uses.

The cost (fees) of Punjab Pollution Registration, which means the fees charged by the Punjab Pollution Control Board (PPCB) for granting Consent to Establish (CTE) or Consent to Operate (CTO).
The cost of obtaining a Punjab Pollution Registration is not fixed. It depends on:
1. Type of Consent → CTE (before setup) or CTO (before operation/renewal).
2. Industry Category → Red, Orange, Green, or White (based on pollution potential).
3. Capital Investment → the more the investment in plant & machinery, the higher the fee.
1. Punjab Pollution Consent Categories (as per CPCB Guidelines)
• Red Category → highly polluting industries (e.g., chemicals, distilleries, large-scale manufacturing).
• Orange Category → moderately polluting industries (e.g., food processing, printing, medium engineering units).
• Green Category → less polluting industries (e.g., small workshops, ice cream units, hotels).
• White Category → Non-polluting (exempted from consent, only need intimation).
2. Fee Structure (General Framework)
The PPCB fee structure is broadly:
• CTE (Consent to Establish): One-time fee, payable before starting construction/installation.
• CTO (Consent to Operate): Periodic fee, payable at renewal intervals.
The fees are calculated based on:
• Capital Investment Slabs (e.g., up to ₹1 crore, ₹1–10 crore, ₹10–100 crore, above ₹100 crore).
• Industry Category (Red/Orange/Green/White).
Example (Indicative Ranges):
• Small-scale units (investment up to ₹1 crore): ₹5,000 – ₹15,000.
• Medium-scale (₹1–10 crore): ₹20,000 – ₹75,000.
• Large-scale (₹10–100 crore): ₹1–2 lakh.
• Very large (>₹100 crore): Can go above ₹5–10 lakh.
No business activity can be performed in the residential area as per the Punjab Pollution Board notification. In the commercial areas, the white category of business can be set up along with the hotels, restaurants and healthcare establishments. In an Industrial area, the manufacturing business activities under green, amber & Red categories can only be performed.
The validity of Punjab Pollution Control Registration (issued by the Punjab Pollution Control Board PPCB) depends on the type of registration obtained. The PPCB issues two main types of consents : Consent to Establish (CTE) and Consent to Operate (CTO), along with specific waste management authorizations.
Validity of Punjab Pollution Control Consents:
1. Consent to Establish (CTE)
- -- This is granted before setting up or expanding a unit.
- -- Validity: Up to the period for which the project is expected to be completed (usually 1–3 years, depending on the industry type and project size).
- -- If the unit is not set up within the validity period, the CTE must be renewed/extended.
2. Consent to Operate (CTO)
- -- This is required before starting actual operations.
- -- Validity:
- - Green Category Industries → Up to 10 years.
- - Orange Category Industries → Up to 5 years.
- - Red Category Industries → Up to 5 years (sometimes 2 years for highly polluting industries).
- -- After expiry, CTO must be renewed within the prescribed timeline, or else the unit may face penalties or closure.
The Pollution Registration issued by the Punjab Pollution Board is an address specific, if the address changes, then the applicant has to apply again to the Board for a Registration for the new address.
