Green Credits Program

• To advance the 'LiFE' - 'Lifestyle for Environment' initiative, the Ministry of Environment, Forest and Climate Change launched the Green Credit Program (GCP) in October 2023. This national endeavor aims to tackle climate change, promote sustainability, and encourage eco-conscious practices.
• The 'LiFE' initiative, introduced by the Government of India, is a grassroots, widespread movement focusing on the protection and conservation of the environment. It seeks to achieve environmental and climate benefits by fostering actions that promote a healthy and sustainable lifestyle based on traditions and values of conservation and moderation. This initiative also aims for sustainable and environmentally friendly development.
• Green Credit Program operates independently of the carbon credit system established by the Carbon Credit Trading Scheme, 2023, under the Energy Conservation Act, 2001 (52 of 2001). While an environmental activity generating green credit may have climate co-benefits, such as carbon emissions reduction or removal, the Green Credit Program allows for the recognition of such activities separately, emphasizing the potential dual benefits of generating both green and carbon credits from the same activity.

What are the Objectives of the Green Credit Programe

• The eco-friendly credit initiative aims to encourage environmentally beneficial behaviours using a market-driven approach, resulting in the creation of tradable green credits. These credits can be traded on a local market platform. 
• The acquisition of green credits is contingent upon individuals undertaking eco-friendly activities outlined in sub-rule (2) of rule 4. 
• The program seeks to motivate industries, companies, and other entities to fulfil their current legal obligations and obligations under prevailing laws. 
• Furthermore, it encourages individuals and entities to voluntarily engage in environmentally beneficial actions specified in rule 4 by either generating or purchasing green credits.

What is the Aim of Implementing the Green Credit Programe

It allows the market to find the most cost-effective ways to restore the environment, as entities with lower "opportunity costs" for green actions (like farmers or NGOs) can supply credits to those with higher costs (like heavy industry).

Where allowed, using purchased or self generated Green Credits to meet regulatory obligations (e.g., compensatory plantations) can be more cost effective than doing isolated, project by project compliance.

1.  Registration & Application

• Entity Registration: You register as an "Entity" or "Implementing Agency."
• Activity Selection: You select the specific eco-friendly activity you intend to undertake (e.g., Tree Plantation, Water Management, Waste Management).
• Land Selection (for Afforestation): For tree plantation, the State Forest Departments identify and register "degraded forest land parcels" on the portal. You then select a specific block from this registered inventory to restore.

3.  Implementation & Maintenance

• Technical Guidelines: Actions must follow specific methodologies. For example, tree plantations must use a mixture of indigenous species suited to the local ecosystem.
• The "Survival" Period: A critical update in the 2025-2026 regulations is the mandatory maintenance period. For afforestation, credits are not issued immediately upon planting. You must maintain the site for at least 5 years.

• Third-Party Verification: A "Designated Agency" (independent verifier) conducts ground-level inspections.
• Performance Metrics: For tree plantation credits to be cleared in 2026, the site must meet two strict criteria:

• Fulfilling Regulatory Obligations: Companies can use Green Credits to meet Compensatory Afforestation requirements under the Van (Sanrakshan Evam Samvardhan) Adhiniyam.
• Market Trading: Credits can be traded on the domestic market platform.
