Introduction

Andhra Pradesh Pollution Control Board (APPCB) is a statutory organisation of Government of Andhra Pradesh to implement Environment protective laws and rules. APPCB is a statutory body formed under the Water (Prevention and Control of Pollution) Act, 1974. APPCB was founded on January 24, 1976 under the Water (Prevention and Control of Pollution) Act, 1974. Its mandate expanded after the Air (Prevention & Control of Pollution) Act, 1981 to include control of air pollution. The headquarters is in Vijayawada and it operates through zonal and regional offices across Andhra Pradesh. These are four zonal offices and thirteen regional offices each overseeing specific districts and led by environmental engineers. Its main function is to ensure that industries, infrastructure projects, commercial establishments, and hazardous waste handlers operate in an environmentally compliant manner. It sets emission and effluent standards regulate industrial operations and administers Consent to Establish (CTE) and Consent for Operation (CFO) processes.

Types of APPCB Registrations / Permissions

CFE – Consent for Establishment

•    Permission taken before starting construction or setting up the industry.
•    It verifies the proposed location, pollution control plans, and environmental compliance.
•    Validity: Usually granted for 7 years.

CFO – Consent for Operation

•    Permission taken after construction and before starting production.
•    It verifies that the industry has installed pollution control systems and meets standards.
•    Validity: Varies based on the industry's pollution category: 5 years (Red), 10 years (Orange), or 15 years (Green).

•   Site Inspection: Authorized officers may inspect the site and operations to verify pollution control systems and compliance.
•    Validity and Renewal: The consents are valid for a specific period (CFE typically until establishment CFO validity varies by industry category.
