Waste arising from a factory/manufacturing process in the form of effluents and emissions and containing physical, chemical, biological, reactive, toxic, flammable, explosive and corrosive materials which could cause danger or likely to cause danger to health or environment, is called as hazardous waste. Any individual or a business entity engaged in the Generation, Collection, Storage, Transportation, Reception, Reuse, Recycling, Recovery, Pre-processing, Co-processing, Utilizations, Treatment, Disposal and Incineration of Hazardous materials is required to apply for an Authorization certificate from the respective State Pollution Board or Pollution Control Committee.
Hazardous and Other Wastes (Management and Trans boundary Movement) Rules, 2016 rules have been notified for the management of hazardous and other wastes.
1. Every occupier of the facility engaged in handling, generation, collection, storage, packaging, transportation, use, treatment, processing, recycling, recovery, pre-processing, co-processing, utilization, offering for sale, transfer or disposal of the hazardous wastes and other wastes, import of other waste listed in part D of schedule III, is required to make an application for the same to its respective State Pollution Control Authority for the permission to engage in such business activities. This permission from the Pollution Control Authority is called as Hazardous Waste Management Authorization Certificate.
2. The Government fee for such an application ranges from Rs.5000 to Rs.10,000, depending on the State under the jurisdiction of which this business activity is to be performed.

4. The Regional Officer of the Respective Pollution Control Authority marks the application to the concerned field officer for scrutiny, verification and recommendation.
The cases/applications of authorization applied by a facility outside the state for collection and transportation of hazardous and other waste from the state for recycling and utilization including co-processing, are processed by the Incharge of Waste Management cell in the Head Office.
