In the Telangana State Pollution Control Board (TSPCB) classification, the “H Category” refers to industries that handle or generate Hazardous Waste under the Hazardous and Other Wastes (Management & Trans boundary Movement) Rules, 2016.It is NOT a pollution category like Red, Orange, Green, or White. Instead, and it is used to identify units that require Hazardous Waste Authorization (HWA). This category requires stringent monitoring and compliance with pollution control norms, including obtaining specific consents and authorizations for hazardous waste management under relevant laws. These industries are subject to stricter environmental oversight due to the potential risks they pose to the environment and public health.

Consent for Establishment (CFE), also known as Consent to Establish (CTE), is a mandatory environmental clearance or No Objection Certificate (NOC) issued by the State Pollution Control Board (SPCB). It is required before setting up or establishing any industrial or commercial project that may have an impact on the environment through air emissions, wastewater discharge, or noise pollution. CFE is a mandatory permission granted by the Pollution Control Board that allows an industry to establish or construct its plant, building, machinery, and pollution-control systems.
