The Punjab Pollution Control Board (PPCB) Certificate is an authorization issued by the Punjab State Pollution Control Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, and the Environment (Protection) Act, 1986. It is mandatory for all industries, healthcare facilities, infrastructure projects, and businesses in Punjab that have the potential to generate pollution (air, water, noise, or hazardous waste). It ensures that industries, healthcare units, infrastructure projects, hotels, and commercial establishments in Punjab operate in compliance with environmental laws and do not cause unacceptable levels of air, water, or soil pollution. 

The certificate is granted under several environmental laws, including:

  • Water (Prevention and Control of Pollution) Act, 1974
  • Air (Prevention and Control of Pollution) Act, 1981
  • Environment Protection Act, 1986
  • Bio-medical Waste Management Rules, 2016
  • Hazardous & Other Wastes Rules, 2016

  • Establish (set up) a project/industry → through Consent to Establish (CTE).

Categories of Industries under Punjab Pollution Control Board (PPCB) Certificate

The Punjab Pollution Control Board (PPCB) classifies the industries into different colours that include:

  • Red Category: Heavily Polluted
  • Orange Category: Moderately Polluted
  • Green Category: Less Polluted
  • White Category: Almost not polluted and does not need a NOC

Objectives of PPCB- Punjab Pollution Control Board

  • To control pollution at the source with regard to the techno-economic feasibility of liquid effluents and gaseous emissions.
  • To ensure no pollution in the natural waters by the discharge of untreated sewage of the cities.
  • To maximize reuse and recycling of sewage and trade effluents and use of treated effluent on lands for irrigation and for industrial purposes after the appropriate treatment.
  • To minimize the pollution control requirements whenever necessary, by the judicious location of the recently established or relocated industries.
  • By educating the business community and local government, raise awareness about environmental degradation.
  • To improve the skills for controlling pollution through training, laboratory development, and bolstering of infrastructure and staff.
  • To perform a function in the direction of effective control of water and air pollution and to maintain and restore the quality of water and air for most designated uses.
